Crosby is the President of Cooperative Services, LLC and is on the Board of Directors for the Fire and Emergency Manufacturers and Services Association (FEMSA). He works with Sourcewell to lead their public safety cooperative procurement initiative. He formerly served as the President of NPPGov, a national cooperative public procurement program and served on the Board of Directors for the National Cooperative Procurement Partners (NCPP).
Previously, he has held several leadership positions in public safety association management including Director of Professional Development for the International Association of Fire Chiefs (IAFC). His local government career began in the fire service where he served as a chief officer and project manager for city administration.
Crosby received a Bachelor of Arts (BA) degree from the University of Virginia, a Master of Public Administration (MPA) degree from Virginia Tech and completed the four-year National Fire Academy Executive Fire Officer program.

Victoria Lee is a Business Manager for Cooperative Services, LLC. Her nearly 30 year career in public safety includes serving as a volunteer firefighter and working with the International Association of Fire Chiefs (IAFC), the First Responder Network Authority and the Public Safety Network.
Victoria’s work with the IAFC included a portfolio of programs which focused on collaborative work with other national fire and emergency service organizations, such as the International Association of Fire Fighters, the National Fire Protection Association and the Congressional Fire Services Institute. She led several projects that brought together representatives from these organizations and others to develop training programs, reports and assessments, and other resources for the fire and emergency services. While at the FirstNet Authority, she worked closely with the Public Safety Advisory Committee (PSAC) and associations from all public safety disciplines. She focused on public safety consultation efforts across the U.S. and was a member of the team that developed the 56 individual state and territory network deployment plans. As Managing Director of the Public Safety Network, Victoria works with clients to enable lifesaving technology solutions for public safety.
With a strong commitment to public safety and focus on collaboration, her leadership and energy have resulted in several successful public safety agency, allied organization, and technology company partnerships.
Victoria received a B.A. from the College of William & Mary and a M.P.A. from George Mason University. She is based in Bend, Oregon.

David has joined Cooperative Services, LLC as a Project Manager after a thirty-year career in law enforcement. For more than 27 years, David worked in a large sheriff’s office which served a diverse, urban and rural, population. His assignments encompassed many facets of law enforcement to include patrol, investigations, tactical operations, and administrative assignments. David then served in an executive leadership position for a small municipal agency for 2 ½ years.
David has a Bachelor of Science (BS) from Grand Canyon University and has completed several law enforcement command schools to include the Police Executive Research Forum Senior Management Institute for Police and the Northwestern University Center for Public Safety School of Police Staff & Command.

Kara has designed puppets for the California State Fair, Music Circus, Fantasy Builders Inc., and Puppet Art Theatre. They have done countless puppet shows for the California Department of Boating and Waterways to educate children about water safety.

Keely helped lead Sourcewell's public safety initiative for three years. Previously, she served as Director of Operations for NPPGov, a national cooperative purchasing program. She has also held a position in local government at the parks and recreation department in Bozeman, Montana.
Residing in the greater Seattle area, Keely is a certified stand up paddleboard instructor, teaching stand up paddleboard lessons and fitness classes in her free time.
